A secret message is received from a spy named Leland Turbo (Jason Isaacs), giving information about a secret location, and something more frightening. Coordinates in the message followed by Finn McMissile city hunter 14 Leland (Michael Caine), who charters a fishing boat to the coordinates. As they approached, a large armored carrier appears and demands the fishing boat turn around. As it does so, Finn sneaks aboard the carrier.
It took him to the area full of oil derricks. Finn climbed one crane, and found a lot of lemons (aka small vehicles that often have engine trouble and need constant upkeep) milling about. He was in radio contact Leland, but were treated to two shocking sites: a tv camera in a special case with the logo World Grand Prix on the side, and Leland Turbo-had been killed with crushed into a cube!
Lemon suddenly realized Finn, and give chase. Finn took some of them, before plunging into the water from a crane, and turn his hydrofoil mode. Several lemons climb aboard the armored carriers and chase, firing their weapons. One of them appeared city hunter 14 to score a direct hit, and Finn's tires bob to the surface in the aftermath of the fire. Unseen to the lemons, Finn dove down, activated submarine mode, and piloted away.
Meanwhile, in Radiator Springs, city hunter 14 Lightning McQueen (Owen Wilson) has returned from his latest racing city hunter 14 season, city hunter 14 after winning his fourth Piston Cup. The victory had a special meaning for Lightning, as this is the first year that they have renamed the Piston city hunter 14 Cup in honor of Doc Hudson, who has since died. Mater is very happy that his best friend back, and fills their first day with a full plate of things to do. However, Lightning tries to convince Mater that he also wants to spend time with Sally that evening.
Mater claims he understands, but that night at the Wheel Well Motel, he emerged as their maid. Trying to get them drinks, Mater is interrupted at the bar when the news tells Motel famous millionaire Miles Axelrod, who has transformed himself into a full-electric vehicles and develop new alternative fuel source called Allinol.
Axelrod is sponsoring city hunter 14 a race dubbed The World Grand Prix, which was news interviewed one race entrants named Francesco Bernoulli (John Tuturro). Talk turned into lightning has declined an invitation to the Grand Prix due to having just finished the current season. Francesco brags how much better of a racer he is than Lightning, causing Mater to call a news program and defend city hunter 14 his friend.
News and Mater call soon attract Sally and Lightning inside (as well as some of the other diners). When Francesco seems to have insulted Mater over his fandom of Lightning, Lightning gets a phone call and promise to set aside his vacation and enter the World Grand Prix.
Lightning assembels his pit crew (made up of Sarge, Fillmore, Luigi, Guido &), and also (at the insistence of Sally) city hunter 14 asks Mater to come and help with the pit crew. Mater intends to travel with a friend, and soon the gang jets to Japan for the first leg of the race.
Crew tourist sites, before going to the pre-game party where Lightning meets Francesco and the other racers. Also present are Finn, and new field-agent, Holly Shiftwell (Emily Mortimer). Photos taken at the oil derricks Finn does not provide enough information, but both agents in Tokyo to meet with American spies who will do the drop-off city hunter 14 of more concrete photo evidence. However, note that there are some two lemons city hunter 14 milling about the party, and suspect they might be up to something here as well. During the party, Miles Axelrod makes an appearance, and claims the World Grand Prix will show the world that alternative fuel works just like gasoline. As part of the promotion, all the racers in the event will use Allinol.
Mater soon gets himself into trouble with one of wasabi pistachio ice cream, and 'leaking oil' during Lightning introduction on camera (though Mater insists he's not). Mater rushes off to the toilet to clean up. While in the stall, American spy enters the men's room, a sports car named Rod Torqueline. However, he was immediately approached by two lemons: Grem, and Acer. Both rough up Torqueline, but is interrupted when Mater exit kiosk. Rod has activated the homing beacon on the information packet he has, and attaches to the undercarriage Mater to keep information from being retrieved by the lemons.
